The Future Of Taiwan
To assist the Bureau of Energy, Ministry of Economic Affairs, in preparing for energy-related international trade negotiations and propose suggestions for national energy policies, The Bureau of Energy and Taiwan Research Institute held a two-day international conference in Taipei on the 7th and 8th of August, 2018. The main theme of the conference was “The Changing Political/Economic Landscape: Opportunities and Challenges for the Energy Sector in Taiwan”. The conference was a great success as it provided a valuable opportunity for researchers, industry specialists and decision makers to share experiences and knowledge on major ongoing international energy issues, as well as practical practices of international law and negotiations. The exchanges were fruitful and rewarding.
The 14th Conference on Strategic Planning and Management of Oil Industry has been successfully held in Taipei on 2nd August 2018. Hosted by the Bureau of Energy, Ministry of Economic Affairs, and TRI, this conference is a major annual event for Taiwan oil industry, and endeavors to provide an opportunity exchanging opinions between the government, industries, and research institutions.
This year, the conference focused on two main issues, including international cooperation on oil security, and the challenges and the opportunities in current oil industry may confront. With the fruitful and rewarding discussion between experts and attendees, the conference was a great success as it provided a valuable opportunity for government, researchers, industry specialists to share experiences on policy implementation and practical practices of international oil market.
Leuphana University of Lüneburg Prof. Thomas Schomerus visited TRI on the morning of March 21, 2018. Deputy Director of TRI division one, Mr. Hsieh, hosted a seminar focuses on “ENERGY POLICY IN GERMANY”. Prof. Schomerus introduced German Energy Policy and Energy Transition (Energiewende), including the renewable energy ratio by law, power system reliability, dispatching, and the Regulator (“Bundesnetzagentur”) in Germany. He also gave us some suggestions for energy policy in Taiwan and expressed hope that the two institutions can engage in more academic exchanges and work together for further development.
Mr. Tang-Yu Lin, Director of the First Research Division, Taiwan Research Institute (TRI) headed a delegation including TRI and Taipower to visit electric industry in Texas and California, United States. Nexant’s Vice President, Dr. Edwin Liu (ITRI’s President now) arranged and accompanied our delegation to Southern California Edison (SCE) in Rosemead, California, which is final stop on the trip.
SCE Senior Advisor, Mr. Eric Seilo, gave our delegation a warm welcome and exchanged views about electricity market rules, energy-purchasing and selling strategy, PPA, renewable energy, and interconnection charges.
Among those in attendance were SCE Principal Manager Mr. Janos Kakuk (Strategic Planning), Principal Manager Mr. Max Carpenter (Demand Response Programs), and Principal Manager Dr. Raymond Johnson (Energy Forecasting and Integration), while TRI delegation was represented by, among others, Dr. Lee, Ching-Rong, Mr. Tzeng, Yu-Jie, Mrs. Chang, Chia-Jung (Taipower) and Ms. Chen, Ying-Chun(Taipower).
First Research Division, Taiwan Research Institute (TRI) helped Bureau of Energy (BOE) hold “International Forum on Renewable Energy Certificate Scheme 2017” in Taipei, Taiwan on March 29, 2017. Taiwan Institute of Economic Research (TIER), Bureau of Standards, Metrology and Inspection (BSMI), Taiwan Renewable Energy Alliance (TRENA), Center for Resource Solutions (CRS), Federal Environmental Agency (UBA) were invited to this event to make keynote speeches on two topics: “Policy and System Planning” and “Practical Experience Sharing” of Renewable Energy Certificate (REC) Scheme.
The speeches in the morning section included “Policies and Strategies for Promoting Renewable Energy in Taiwan” by TIER, and “Taiwan Renewable Energy Certification Mechanism Planning” by BSMI. While the afternoon section was opened by TRENA, and TRENA talked about expectations of REC Scheme from NGOs. Jennifer Martin, the Executive Director of CRS, shared the experiences of voluntary renewable energy markets growth in the United States, and provided some suggestions to Taiwan. After that, Michael Marty from UBA, analyzed the competing relationship between FIT Scheme and GO Scheme in Germany via video conference.
TRI hold the “The Planning and Strategy of Demand and Supply in Electricity Market International Experts Roundtable” on October 12, 2017. Deputy Director of TRI division one, Ms. Chen and Electric Reliability Council of Texas, Transmission Planning Dynamic Studies manager Shun-Hsien Huang served speakers, and Dr. Huang introduced Texas Energy Policy and Renewable Energy, including the planning and strategy of demand and supply is based on development of renewable energy power generation, and the weather affect the power system dispatching promptly.
He hopes to provide us some suggestions that is helpful and predictable of our energy policies and power dispatching.The Pricing and Supervision of Electric Tariff Symposium was held in October 20th, 2017. The distinguished speakers, Mr. Nagatomi Yu, who came from The Institute of Energy Economics, Japan, Dr. Chen, Yunzhi, from Electric Reliability Council of Texas, and Ms Chen, Wenju, from Taiwan Research Institute (TRI) R.O.C., were invited to share their valuable experience on the subjects of electricity tariff. Local experts and scholars, Professor Yang, National Cheng Kung University, Professor Chou, National Chengchi University, Professor Ko, Soochow University, Director Chang, Venture Capital Company, and Mr. Ou, former Deputy Director of BOE, also participated in this hot event. The valuable experiences can be a reference to improve or revise the policy and mechanism of the electricity Tariff in Taiwan.
