INTRODUCTION

The TaiwanResearch Institute (TRI) is an academic foundation established by distinguished business leaders and academic elites. It was registered with the Ministry of Education in March 1994. TRI is a non-profit, knowledge-based, professional public think tank dedicated to the overall construction and development of
Taiwan. With “elites gathering, future planning, transformation leading, and development facilitating” as its mission, TRI’s main tasks include policy planning and development strategy research in the fields of economics, industry, science and technology, energy, environment, finance, monetary, transportation, society, and culture.
With adiversified background in industry, government, academia, and research, TRI combines research planning, consulting and analysis, andsystem integration to provide high-quality, highly professional research
programs and strategic services to the government and the public. Over the years, Taiwan has been facing drastic internal andexternal changes, and in the process of vigorously promoting economic and social reforms and construction, TRI has operated as a service-oriented think tank with social welfare principles. It has been commissioned to complete a series of important thematic research projects and policy planning projects, and has effectively taken part in Taiwan’s rapid developmental progress during the new century.
TRI brings together outstandingand experienced experts from government, universities, the corporate sector,
the science and technology sector, and other diversified fields, and has a team of highly educated, qualified, and professional researchers. TRI meets the needs of the government and the public for forward-looking policy advisory services and also possesses the ability to plan for national modernization. It has an important advantage in carrying out comprehensive and systematic research, as well as assisting in the enhancement of democratic decision-making and progressive governance, which is widely respected and appreciated at home
and abroad.
